You can delete the account of the direct advertiser of VK Ads yourself if there has not been a single transaction (replenishment and movement of funds) in the cabinet. It is impossible to restore the account after deleting it
When you close your account, all related data (banking details, account settings, campaign drafts, etc.) will be deleted. If you want to return to VK Ads, you will need to create a new account and re-fill in all the data.
