VK Ad Network publisher terms and conditions

In order to add a website or mobile application to VK Ad Network, the publisher’s platform must meet the following requirements:

Audience

• Targeted for RU audience.

For websites 

• The website is hosted on paid hosting.
• The URL is not blocked by Roskomnadzor.
• At least 5,000 unique monthly visitors to the platform, according to public services, for the last three months since registration in the VK Advertising Network.

For mobile application

• The mobile app is available in official stores: Google Play, App Store, RuStore, Huawei AppGallery, or Xiaomi GetApps.
• The app rating must be at least 4.0.
• The app must have at least 10,000 downloads in Russia (excluding RuStore).

Legal Requirements

• A privacy policy exists that fully complies with applicable laws and discloses the scope, purposes, and methods of processing user data.
• Materials on the platform must comply with the labeling requirements of Article 18.1 of the Federal Law “On Advertising”. 

Content Requirements

The platform must not contain materials that:

• Violate applicable laws, rules, or regulations.
• Promote violence, the use of weapons, or the use of prohibited objects and activities (e.g., hate crimes, file-sharing sites, or sites that circumvent copyright laws, etc.).
• Violate the intellectual property, patent, copyright, or other personal rights of third parties.
• Are defamatory, libelous, false, pornographic, or erotic.

The VK Ad Network reserves the right to reject any platform at its sole discretion without explanation.
