Guide on Online Ad Labeling: Ad Publishers

Starting September 1, 2022, amendments to the Federal Law On Advertising come into effect in Russia. They will require all market participants to label online ads and provide key data on Runet campaigns to the Unified Register of Online Advertising (UROA).

Ad publishers include all key digital property owners that sell advertising space, including:

  • social networks;
  • audiovisual services;
  • news aggregators;
  • messengers;
  • search engines;
  • media, etc.

If you partner with the VK Ads ad network

If your platform works with the VK Ads ad network and you wish to automatically send data via VK ADO, choose the preferable option:

  • accept an offer in your VK Ads advertising account;
  • contact your manager to amend the existing agreement on data transfer via VK.

All information will be automatically sent to UROA via VK ADO.

Do ad publishers need to send information about all its existing platforms to UROA?

No, when sending data, you only need to specify the advertising space that was actually used to place ads.
